No, I looked it up. It's actually quite old, I saw references as far back as 1996.
But it is a velcro strap thingy, not the cat actually holding the utensils herself.

The chopsticks are probably glued or banded together in some way so as to cross them very closely together so that they can still pick up food.
And yes, MJ, that part is still fascinating. 
But "Tessa" wants to meet Oprah, et al?
