I think "inside" meant inside a building, not inside the car... That'd be really bad.
But what were these parents doing leaving their car unlocked, and letting the kids play inside it with no supervision? I mean, granted, I'm not a parent, and won't be for at least a few years, but I think the rules of common sense tend to apply. And why didn't any of the kids say anything?
At least the parents didn't leave the kid in the car intentionally, like to go into a supermarket to pick up a couple of things, or something like that. Then I'd be out and out angry, and not just confused...
