Usergroups

This version gives us the ability to do something new. We can create public usergroups and usergroup leaders.

These groups are in addition to the groups you already belong to (moderators, premium, epinions, etc.)

The first one has been created. It is for KOC players and Redlass is the group leader (shhhh she doesn't know it yet)
