Philadelphia prosecutors mixed high technology and police legwork Wednesday.
They filed rape charges against the DNA of a man investigators are still trying to identify in connection with sexual attacks against women in Philadelphia and Fort Collins.
"What we are saying in the warrant is, 'We know who you are. We just don't know your name,' " Philadelphia Deputy Police Commissioner Charles Brennan said.
I can see the defense lawyers having a field day with this one already-

Randomly? That would seem to set off all kinds of 4th, 5th, and 6th Amendment bells and whistles. But if someone had DNA samples taken in another case, that evidence could probably be admitted if the rape case went to trial.

Just curious, but would this function as a work-around for statute of limitations? I've heard of too many rapists who were found after the state's X number of years the prosecutor has to file charges... could this be a way of filing charges of a sort so that if the rapist isn't picked up until 2016, he could still be charged?
