Does a spokesman’s comment have more weight than a prime minister’s?

Oh well, I guess in the long run the decision will be made by the incoming PM rather than by the outgoing one.

FWIW, I just ran a search at news.google.com and various versions of the we might pull out and we’re sticking around stories are there in roughly equal numbers.
