Okay, with no banking system how were contractors supposed to be paid? My son regularly provided convoy security on currency runs up through Tikrit last year where they'd come back with millions of dollars in bags that they'd use to pay contractors who were performing much needed tasks in the local economy. All money was held by the Marines performing fiscal tasks and accounted for.
