OK, so we all have different views on immigration and what should be done about it. I'm not commenting on this mayor in Florida who wants to do a bunch of stuff to curb illegal immigration, including making English the official language. But towards the end of the story:

This week, Ms. Santana said, a sales clerk refused to sell her sister beer because she had a Puerto Rico driver's license, and the clerk said, "I can't read it."

Can someone explain to the Floridian sales clerk that PR is, in fact, part of the United States?

Immaterial. Most places these days train their employees to only accept in-state IDs. Even a valid US passport is rarely on the "OK" list. I know this from experience, on both sides of the counter.
