I don't get the humor here. Spitzer's mistreatment of his wife is indefensible but the suggestion that sexual violence is called for is indefensible as well. Would it be funny if someone suggested mutilating an unfaithful wife?
Further, the suggestion that she would resort to violence insults her. She is smart and accomplished and I trust she'll come up with something that is clever and not criminal.
She is a very intelligent person, no doubt about it.
Just the fact that she would not resort to that level of retaliation, I think is why it struck me. Because, it's totally opposite of what she would do.

She may well be very intelligent but that doesn't mean that intelligent women sometimes don't have irrational thoughts. The cartoon shows her thinking it, not actually acting it out.
