The term "Association" is used losely here - the development is still in control of the developer/sponsor, so the "Association" is one man (creep, jerk, whatever) at this point.

Technically, the pregnant wife could hire anyone she would like to do the irrigation and landscaping.

(I do agree this is assholery, however!)

Looks to me that Edwards is the clown here. What a piece of work. I would never live where there is a homeowners' association. Remember the X-Files where the monster took care of anyone violating the association's rules? Sounds like Edwards is that monster.
