The actor is not required to be drop-dead gorgeous, clothed or not, but he's got to have intensity; as I recall, there's not much room for broad histrionics, but the power has to come through. (Cut me some slack here -- I saw the play 30 years ago.) Not having seen any of the Potter movies, I have no idea if Radcliffe has the stuff.
No, I would not recommend it for anyone under about 16. They're just not going to get it, I don't think.
As a poster boy for teen-age sex, however, Radcliffe has the stuff. (In Illinois, 17 is the age of consent. smirk*)
And frankly, if I didn't point it out before, the publicists for that production are obviously banking on two things: Harry Potter and sex. Not necessarily in that order. (I'm sorry, but posing him with the horse that way is just too much. Can you say "blatant"?)
* I don't consider 17 to be automatically out of the running -- too many variables. Exhausting, maybe, but not disqualified out of hand, even if they are not much more than hormones and energy.

He is certainly nice to look at, but if Daniel Radcliffe came up to me and said "Hi, there, sailor," I honestly don't know how I'd react. Probably something along the line of "You've got to be kidding." I don't have any particular bias against dating much younger men, but there are limits beyond which it's just ridiculous.
