| | Okay, so what we know so far is that this mystery movie is a black & white comedy made in the last fifty years.
Is it a spoof of a famous film? (If yes, then I think I have an answer.)

| | Hmmm, that's still pretty vague.
So it's a B&W comedy made between 1951-1961, with a now deceased actress in the leading role. The film was not nominated for any Oscar and takes place in the US.
Any low-budgeter from the period could qualify, so the film must have come to your attention for some other reason, probably because of the actress.
Did the leading actress ever win or obtain a nomination for an Academy Award at any point in her career? |

| | Forgive me all, I must break ranks and take a stab at this one. Is the film you are thinking of possibly 1940's My Little Chickadee with Mae West?
Shannon ... (Any time you got nothin' to do and lots of time to do it, come up)
