New logic puzzle: "Arrested Development"

Time for another logic puzzle, this one from Super Lateral Thinking Puzzles (Paul Sloane and Des Machale):

A bank robber grabbed several thousand dollars from a bank counter and, although he was armed, he was captured within a few seconds before he could leave the bank. How?

When you say that he was armed, do you mean that he had arms or do you mean that he had a weapon?

Was his weapon something that needed to be loaded?

If so, was said weapon loaded?

Was the weapon in question a gun? If so, was it a real gun that fired actual bullets?

The money that he grabbed... was it there because he had told the bank teller to put it there? Or was the money already lying out when he entered the bank?

Was the money in bags? Or was the money just lying out unpackaged?

Were his hands too full of cash to allow him to use his weapon?

When you say "counter" do you mean counter as in a ledge, or counter as in a person who is counting?
