"Theft in a Pub" (lateral thinking puzzler)

Time for a new puzzle, this time from Mental Fitness Puzzles: A Lateral Thinking Approach (Hendrickson, Hendrickson, Kenneke and Hendrickson):

J.P. visits his favorite pub. While coming back from the restroom he sees a stranger take his wallet from his jacket, which he had left draped over his chair. J.P. watches the thief spend the money. Can you explain his passive response?

Is he paying any sort of bill previously incurred by JP (and paying it on JP's behalf)?

He figured it'd be the best way to find out how good the conterfeits were: watch from a safe distance whether or not they'd be accepted.
