You need a MasterCard to register. Then they will send you a FREE $15 promo GC to Amazon. Catch is, you have to use your MasterCard to *pay* for your order, too - assuming you have a balance.
I don't have any active MasterCards other than my WebCertificate, and the site took that just fine. Some people are getting the certificate within minutes, some are taking a little longer.
Be sure to check out the special offers after you finish registering, too - I managed to snag a 50% off coupon for Hungry Howie's Pizza (carry out only, but hey!) and it does not say that you must use a MasterCard in order to redeem the coupon.

Kim, I think it's just a place that offers you special coupons and what-not, trying to get you to use your MasterCard. I don't think it's a reward program at all.
Amy, I hope you get yours! Where's the "crossing fingers" smilie? 
I just used mine - I KNEW there was a reason I kept putting off pre-ordering Harry Potter 5! With what I had in PayPal from Ebay auctions a few weeks ago, I'm only paying 40 cents for the whole book!

Bumping to let folks know that some people are getting their GCs now. So if you signed up for this early on but didn't get it, start looking for it - be sure to check your Junk Mail folders!
