Ugh, that would be a huge mistake. I've heard plenty of debates over the years that we should simply ease our immigration problems by incorporating Mexico into the US.
Well geeze, it is all basically over (such as it might be) an eminent domain thing which it sounds like Mexico takes a bit more seriously than we do here. In some ways anyhow. On the other hand, the court orders him not to do it so he goes ahead and does it anyway?
Boy. In trying to find out more about this, it sure seems as though Mexico is an incredibly corrupt place all through the spectrum. I'd been aware of that but gick.
I've read in some places that the hospital in question was a private one, not a public one. Some refer to the road building as a widening. I'm not particularly sure what the charges are and it sounds like everybody involved everywhere is corrupt.
