This isn't really a debate, but figured since it discussed politics it was safer in here. John Allen Paulos is a mathematician who writes regular columns on abc.com about math in the real world for real people. He has written a rather illustrative column about Bush/Cheney and the one-percent rule.

Interesting article, but since Cheney's 1% rule is really a political justification for a policy with no conceptual underpinnings at all, I'm not sure it is susceptible to mathematical analysis.
