I'm thinking he was so mad about the ticket that he didn't watch what he was doing and went into reverse instead of drive, which is why they dropped the improper backing charge.
If you're that much of a klutz that you would drive all the way up his hood, I'm thinking you shouldn't be driving any more. If you're that angry that you recklessly floor it, you should be getting a heftier fine. IMO.
