Here's a question that might make a difference:
Is she wanting to publish the book primarily to make a personal profit or primarily because she thinks it is important to get her message out?
If she wants the former, she might want to be prepared to submit it to several presses (and I'll go look up a few once I finish this #&*(@^&@ index I'm working on) with the foreknowledge that it is likely to get rejected a few times before she finds the publisher willing to run with it.
If she doesn't want to go through the process of proposing and selling her book to publishers, she could always self-publish. However, it is hard to make much money by self-publishing and typically any marketing would be her responsibility.
